19 Do not listen to an accusation against an elder unless it comes from two or three witnesses. 20 You should rebuke in front of everyone [in the church] those elders who continue to sin, so that the rest [of the congregation] will be afraid [of sinning]. 21 I solemnly urge you, in the presence of God, and Christ Jesus and the elect [i.e, chosen] angels, that you obey these instructions without showing prejudice [toward anyone], or doing anything out of partiality.
