'When a stranger resides with you in your land, you shall not do him wrong. 'The stranger who resides with you shall be to you as the native among you, and you shall love him as yourself, for you were aliens in the land of Egypt; I am the LORD your God.

“Then I charged your judges at that time, saying, ‘Hear the cases between your fellow countrymen, and judge righteously between a man and his fellow countryman, or the alien who is with him.


You shall not oppress a hired servant who is poor and needy, whether he is one of your countrymen or one of your aliens who is in your land in your towns.



if you do not oppress the alien, the orphan, or the widow, and do not shed innocent blood in this place, nor walk after other gods to your own ruin,

Thus says the Lord, “Do justice and righteousness, and deliver the one who has been robbed from the power of his oppressor. Also do not mistreat or do violence to the stranger, the orphan, or the widow; and do not shed innocent blood in this place.


"Furthermore, you shall select out of all the people able men who fear God, men of truth, those who hate dishonest gain; and you shall place these over them as leaders of thousands, of hundreds, of fifties and of tens. "Let them judge the people at all times; and let it be that every major dispute they will bring to you, but every minor dispute they themselves will judge So it will be easier for you, and they will bear the burden with you. "If you do this thing and God so commands you, then you will be able to endure, and all these people also will go to their place in peace." read more.
So Moses listened to his father-in-law and did all that he had said. Moses chose able men out of all Israel and made them heads over the people, leaders of thousands, of hundreds, of fifties and of tens. They judged the people at all times; the difficult dispute they would bring to Moses, but every minor dispute they themselves would judge.

"So I took the heads of your tribes, wise and experienced men, and appointed them heads over you, leaders of thousands and of hundreds, of fifties and of tens, and officers for your tribes. "Then I charged your judges at that time, saying, 'Hear the cases between your fellow countrymen, and judge righteously between a man and his fellow countryman, or the alien who is with him. 'You shall not show partiality in judgment; you shall hear the small and the great alike You shall not fear man, for the judgment is God's The case that is too hard for you, you shall bring to me, and I will hear it.'

"If any case is too difficult for you to decide, between one kind of homicide or another, between one kind of lawsuit or another, and between one kind of assault or another, being cases of dispute in your courts, then you shall arise and go up to the place which the LORD your God chooses. "Then I will come down and speak with you there, and I will take of the Spirit who is upon you, and will put Him upon them; and they shall bear the burden of the people with you, so that you will not bear it all alone.

So Moses went out and told the people the words of the LORD. Also, he gathered seventy men of the elders of the people, and stationed them around the tent. Then the LORD came down in the cloud and spoke to him; and He took of the Spirit who was upon him and placed Him upon the seventy elders. And when the Spirit rested upon them, they prophesied. But they did not do it again.

"I spoke to you at that time, saying, 'I am not able to bear the burden of you alone. 'The LORD your God has multiplied you, and behold, you are this day like the stars of heaven in number. 'May the LORD, the God of your fathers, increase you a thousand-fold more than you are and bless you, just as He has promised you! read more.
'How can I alone bear the load and burden of you and your strife? 'Choose wise and discerning and experienced men from your tribes, and I will appoint them as your heads.' "You answered me and said, 'The thing which you have said to do is good.' The LORD said to Moses, "Is the LORD'S power limited? Now you shall see whether My word will come true for you or not." So Moses went out and told the people the words of the LORD. But they did not do it again. But two men had remained in the camp; the name of one was Eldad and the name of the other Medad. And the Spirit rested upon them (now they were among those who had been registered, but had not gone out to the tent), and they prophesied in the camp. So a young man ran and told Moses and said, "Eldad and Medad are prophesying in the camp." Then Joshua the son of Nun, the attendant of Moses from his youth, said, "Moses, my lord, restrain them." But Moses said to him, "Are you jealous for my sake? Would that all the LORD'S people were prophets, that the LORD would put His Spirit upon them!" Then Moses returned to the camp, both he and the elders of Israel.
