'Leaders' in the Bible
Now Elisha was sitting in his house with the community leaders. The king sent a messenger on ahead, but before he arrived, Elisha said to the leaders, "Do you realize this assassin intends to cut off my head?" Look, when the messenger arrives, shut the door and lean against it. His master will certainly be right behind him."
So the palace supervisor, the city commissioner, the leaders, and the guardians sent this message to Jehu, "We are your subjects! Whatever you say, we will do. We will not make anyone king. Do what you consider proper."
Then he wrote to them a second letter, saying, "If you [are] for me, and you [are] listening to my voice, take the heads of the men of the sons of your master and come to me at [this] time tomorrow at Jezreel." Now the sons of the king, seventy men, [were] with the leaders of the city who were raising them.
Now the king's sons, totaling 70 men, were living with the leading men of the city, who were their guardians. When the letter from Jehu arrived, the city leaders arrested the king's sons, slaughtered all 70 of them, put their heads in baskets, and sent them to Jehu at Jezreel.
Then Jehu killed all of the remainder of the house of Ahab in Jezreel, all of his leaders, his close friends, and his priests, until there was no survivor left for him.
The king summoned all the leaders of Judah and Jerusalem.
