'Scepter' in the Bible

The scepter will not depart from Judahor the staff from between his feetuntil He whose right it is comesand the obedience of the peoples belongs to Him.

The princes dug the well;the nobles of the people hollowed it outwith a scepter and with their staffs.They went from the wilderness to Mattanah,
