'Administered' in the Bible

So David reigned over all Israel; and he administered justice and righteousness for all his people.

The mighty King loves justice.You have established fairness;You have administered justiceand righteousness in Jacob.

Why then was the law given? It was added because of transgressions, until the arrival of the descendant to whom the promise had been made. It was administered through angels by an intermediary.
