Romans 9:6-13 - God's Gracious Election Of Israel

6 Not as though the word of God hath failed; for not all they that are of Israel are Israel; 7 nor because they are descendants of Abraham are they all children; but, "Thy offspring shall be reckoned from Isaac." 8 That is, not the children by natural descent are children of God, but the children to whom the promise is made are accounted as the offspring. 9 For the word of promise is this: "At this time I will come, and Sarah shall have a son." 10 And not only so, but also when Rebecca had conceived by one man, our father Isaac, 11 before the children were born, or had done any thing good or evil, to the end that Gods purpose according to election might stand, not depending on works, but on the will of him that calleth, 12 it was said to her, "The elder shall serve the younger:" 13 as it is written, "Jacob I loved, but Esau I hated."
