Matthew 18:18-20 - Prohibiting And Permitting
18 Verily, I say to you, whatsoever ye bind upon the earth shall have been bound in Heaven, and whatsoever ye loose on the earth shall have been loosed in Heaven. 19 "Again, I say to you, that, if two of you shall agree on the earth concerning any matter which ye ask, it shall be done for them by My Father Who is in Heaven; 20 for where two or three are gathered together in My name, there am I in the midst of them."
