A major-domo or palace-governor of king Hezekiah, against whom is directed one of the recorded utterances of Isaiah (Isa 22:15-25). The prophetic denunciation appears to have found its fulfilment in Shebna's degradation to the office of 'scribe' or secretary, and the elevation of Eliakim (wh. see) to the post of palace-governor (2Ki 18:18,26-27; 19:2 = Isa 36:3,11; 37:2). Shebna was in all probability a foreigner.

And they called to the king. Then came forth to them Eliakim the son of Hilkijah, who was over the household, and Shebnah the scribe, and Joah the son of Asaph, the chronicler.
And Eliakim the son of Hilkijah, and Shebnah and Joah said to Rab-shakeh, Speak, we pray thee, to thy servants in Syriac, for we understand it, and talk not with us in the Jewish language in the ears of the people that are on the wall. And Rab-shakeh said to them, Is it to thy master and to thee that my master sent me to speak these words? Is it not to the men that sit on the wall, that they may eat their own dung and drink their own urine with you?
And he sent Eliakim, who was over the household, and Shebna the scribe, and the elders of the priests, covered with sackcloth, to the prophet Isaiah the son of Amoz.
Thus saith the Lord Jehovah of hosts: Go, get thee in unto this steward, unto Shebna, who is over the house, and say, What hast thou here? and whom hast thou here, that thou hast hewn thee out a sepulchre here, as he that heweth out his sepulchre on high, cutting out in the rock a habitation for himself? read more. Behold, Jehovah will hurl thee with the force of a mighty man, and will cover thee entirely. Rolling thee up completely, he will roll thee as a ball into a wide country: there shalt thou die, and there shall be the chariots of thy glory, O shame of thy lord's house! And I will drive thee from thine office, and from thy station will I pull thee down. And it shall come to pass in that day, that I will call my servant Eliakim the son of Hilkijah; and I will clothe him with thy robe, and strengthen him with thy girdle, and I will commit thy government into his hand; and he shall be a father to the inhabitants of Jerusalem, and to the house of Judah. And the key of the house of David will I lay upon his shoulder; and he shall open, and none shall shut; and he shall shut, and none shall open. And I will fasten him as a nail in a sure place; and he shall be for a throne of glory to his father's house: and they shall hang upon him all the glory of his father's house, the offspring and the issue, all the small vessels, as well the vessels of cups as all the vessels of flagons. In that day, saith Jehovah of hosts, shall the nail that is fastened in a sure place be removed, and be cut down, and fall; and the burden that was upon it shall be cut off: for Jehovah hath spoken.
