So Moses listened to the voice of his father-in-law, and did all that he had said. Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. They judged the people at all times. They brought the hard causes to Moses, but every small matter they judged themselves.

So I took the heads of your tribes, wise men, and known, and made them heads over you, captains of thousands, and captains of hundreds, and captains of fifties, and captains of tens, and officers, according to your tribes. I commanded your judges at that time, saying, Hear [the causes] between your brothers, and judge righteously between a man and his brother, and the foreigner who is living with him. You shall not show partiality in judgment; you shall hear the small and the great alike; you shall not be afraid of the face of man; for the judgment is God's: and the cause that is too hard for you, you shall bring to me, and I will hear it.

If there arises a matter too hard for you in judgment, between blood and blood, between plea and plea, and between stroke and stroke, being matters of controversy within your gates; then you shall arise, and go up to the place which Yahweh your God shall choose; and you shall come to the priests the Levites, and to the judge who shall be in those days: and you shall inquire; and they shall show you the sentence of judgment. You shall do according to the tenor of the sentence which they shall show you from that place which Yahweh shall choose; and you shall observe to do according to all that they shall teach you: read more.

Moreover in Jerusalem Jehoshaphat appointed Levites and priests, and of the heads of the fathers' [houses] of Israel, for the judgment of Yahweh, and for controversies. They returned to Jerusalem. He commanded them, saying, "Thus you shall do in the fear of Yahweh, faithfully, and with a perfect heart. Whenever any controversy shall come to you from your brothers who dwell in their cities, between blood and blood, between law and commandment, statutes and ordinances, you shall warn them, that they not be guilty towards Yahweh, and so wrath come on you and on your brothers. Do this, and you shall not be guilty.

"You shall not follow a crowd to do evil; neither shall you testify in court to side with a multitude to pervert justice; neither shall you favor a poor man in his cause.

"You shall not deny justice to your poor people in their lawsuits. "Keep far from a false charge, and don't kill the innocent and righteous: for I will not justify the wicked. "You shall take no bribe, for a bribe blinds those who have sight and perverts the words of the righteous.

I will come down and talk with you there. I will take of the Spirit which is on you, and will put it on them; and they shall bear the burden of the people with you, that you not bear it yourself alone.

Moses went out, and told the people the words of Yahweh; and he gathered seventy men of the elders of the people, and set them around the Tent. Yahweh came down in the cloud, and spoke to him, and took of the Spirit that was on him, and put it on the seventy elders: and it happened that when the Spirit rested on them, they prophesied, but they did so no more.

I spoke to you at that time, saying, "I am not able to bear you myself alone: Yahweh your God has multiplied you, and behold, you are this day as the stars of the sky for multitude. Yahweh, the God of your fathers, make you a thousand times as many as you are, and bless you, as he has promised you! read more.
How can I myself alone bear your encumbrance, and your burden, and your strife? Take wise men of understanding and well known according to your tribes, and I will make them heads over you." You answered me, and said, "The thing which you have spoken is good [for us] to do." Yahweh said to Moses, "Has Yahweh's hand grown short? Now you will see whether my word will happen to you or not." Moses went out, and told the people the words of Yahweh; and he gathered seventy men of the elders of the people, and set them around the Tent. But two men remained in the camp. The name of one was Eldad, and the name of the other Medad: and the Spirit rested on them; and they were of those who were written, but had not gone out to the Tent; and they prophesied in the camp. A young man ran, and told Moses, and said, "Eldad and Medad are prophesying in the camp!" Joshua the son of Nun, the servant of Moses, one of his chosen men, answered, "My lord Moses, forbid them!" Moses said to him, "Are you jealous for my sake? I wish that all Yahweh's people were prophets, that Yahweh would put his Spirit on them!" Moses went into the camp, he and the elders of Israel.
