Fear thou not, O Jacob my slave, saith the LORD: for I am with thee; for I will make a full end of all the Gentiles where I have driven thee: but I will not make a full end of thee, but I will chastise thee with judgment; and I will not completely cut thee off.
Therefore fear thou not, O my slave Jacob, saith the LORD; neither be dismayed, O Israel: for, behold, I am he that saves thee from afar, and thy seed from the land of their captivity; and Jacob shall turn, and shall rest, and be quiet, and there shall be no one left to scatter him. For I shall be with thee, saith the LORD, to save thee; and I shall make a full end in all Gentiles among whom I scattered thee, yet I will not make a full end of thee: but I will chastise thee with judgment and will not cut thee off altogether.
O sons of Israel, Are ye not as sons of the Ethiopians unto me, said the LORD? Have not I brought up Israel out of the land of Egypt? and the Palestinians from Caphtor, and the Syrians from Kir? Behold, the eyes of the Lord GOD are against the sinful kingdom, and I will destroy it from off the face of the earth saving that I will not utterly destroy the house of Jacob, said the LORD.

In a little wrath I hid my face from thee for a moment; but with eternal mercy I will have compassion on thee, said the LORD thy Redeemer. For this is as the waters of Noah unto me: for as I have sworn that the waters of Noah should no more go over the earth; so I have sworn that I would not be wroth again with thee, nor reprehend thee. For the mountains shall be removed, and the hills shall tremble; but my mercy shall not depart from thee, neither shall the covenant of my peace be changed, said the LORD that has mercy on thee.

And they shall eat up thine harvest and thy bread, which thy sons and thy daughters should eat: they shall eat up thy flocks and thine herds; they shall eat up thy vines and thy fig trees; and thy fenced cities, in which thou dost trust, they shall bring to nothing with the sword. read more.

Judgments » Are frequently tempered with mercy
Go ye up upon her walls and destroy; but make not a full end; take away her battlements for they are not the LORD's.
