Then Moses reported all the words of the people back to the LORD. The LORD told Moses, "Look, I'm coming to you in a thick cloud, so that the people may listen when I speak with you and always believe you." Moses reported the words of the people to the LORD.
The glory of the LORD settled on Mount Sinai, and the cloud covered it for six days. Then on the seventh day he called to Moses from within the cloud. To the Israelis the appearance of the glory of the LORD was like a consuming fire on top of the mountain. When Moses went up on the mountain, he went into the center of the cloud and was on the mountain for 40 days and 40 nights.

When the community gathered together against Moses and Aaron, they turned toward the Tent of Meeting. All of a sudden, a cloud covered it and the glory of the LORD appeared.
