Who is a God like you, who pardons iniquity, and passes over the disobedience of the remnant of his heritage? He doesn't retain his anger forever, because he delights in loving kindness. He will again have compassion on us. He will tread our iniquities under foot; and you will cast all their sins into the depths of the sea. You will give truth to Jacob, and mercy to Abraham, as you have sworn to our fathers from the days of old.
Yahweh is gracious, merciful, slow to anger, and of great loving kindness.
that then Yahweh your God will turn your captivity, and have compassion on you, and will return and gather you from all the peoples, where Yahweh your God has scattered you.
But you, Lord, are a merciful and gracious God, slow to anger, and abundant in loving kindness and truth.

Yes, many times he turned his anger away, and didn't stir up all his wrath.

For the Lord will not cast off forever. For though he cause grief, yet he will have compassion according to the multitude of his loving kindnesses. For he does not afflict willingly, nor grieve the children of men. read more.
