Romans 5:6-8

For at just the right time, while we were still powerless, the Messiah died for the ungodly. For it is rare for anyone to die for a righteous person, though somebody might be brave enough to die for a good person. But God demonstrates his love for us by the fact that the Messiah died for us while we were still sinners.

Romans 9:14-16

What can we say, then? God is not unrighteous, is he? Of course not! For he says to Moses, "I will be merciful to the person I want to be merciful to, and I will be kind to the person I want to be kind to." Therefore, God's choice does not depend on a person's will or effort, but on God himself, who shows mercy.
