But if thy brother may sin, go, and convict him between thee and him alone: if he may hear thee, thou hast gained thy brother: if he may not hear thee, take with thyself one or two, in order that in the mouth of two or three witnesses the word may stand.

This the third time I am coming to you: in the mouth of two or three witnesses every word shall be established.

The one having rejected the law of Moses dies without mercy before two or three witnesses:

And crying out with a loud voice, they stopped their ears, and unanimously rushed on him, and casting him out from the city, they began to stone him. And the witnesses laid down their garments at the feet of a young man, called Saul:
