'Whether' in the Bible

“If I speak [to you miserable comforters], my pain is not relieved;And if I refrain [from speaking], what [pain or anguish] leaves me?

“When He keeps quiet, who then can condemn?When He hides His face [withdrawing His favor and help], who then can behold Him [and make supplication to Him],Whether it be a nation or a man by himself?—

“Whether [it be] for correction, or for His earth [generally]Or for [His] mercy and lovingkindness, He causes it to happen.
