'Inhabitants' in the Bible
In those times there was no peace to him who went out or to him who came in, for many disturbances afflicted all the inhabitants of the lands.
In Jerusalem also Jehoshaphat appointed some of the Levites and priests, and some of the heads of the fathers’ households of Israel, for the judgment of the Lord and to judge disputes among the inhabitants of Jerusalem.

There had not been celebrated a Passover like it in Israel since the days of Samuel the prophet; nor had any of the kings of Israel celebrated such a Passover as Josiah did with the priests, the Levites, all Judah and Israel who were present, and the inhabitants of Jerusalem.
