'Restrain' in the Bible

Overflow your land like the Nile, daughter of Tarshish;there is no longer anything to restrain you.

I will delay My anger for the honor of My name,and I will restrain Myself for your benefit and for My praise,so that you will not be destroyed.

Lord, after all this, will You restrain Yourself?Will You keep silent and afflict severely?
