When Moses' father-in-law saw all that he was doing for the people, he said, "What is this that you are doing for the people? Why are you sitting by yourself, and all the people stand around you from morning until evening?" Moses said to his father-in-law, "Because the people come to me to inquire of God. Moses' father-in-law said to him, "What you are doing is not good! You will surely wear out, both you and these people who are with you, for this is too heavy a burden for you; you are not able to do it by yourself. Now listen to me, I will give you advice, and may God be with you: You be a representative for the people to God, and you bring their disputes to God; warn them of the statutes and the laws, and make known to them the way in which they must walk and the work they must do. But you choose from the people capable men, God-fearing, men of truth, those who hate bribes, and put them over the people as rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. They will judge the people under normal circumstances, and every difficult case they will bring to you, but every small case they themselves will judge, so that you may make it easier for yourself, and they will bear the burden with you. If you do this thing, and God so commands you, then you will be able to endure, and all these people will be able to go home satisfied." Moses chose capable men from all Israel, and he made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. Oded, a prophet of the Lord, was there. He went to meet the army as they arrived in Samaria and said to them: "Look, because the Lord God of your ancestors was angry with Judah he handed them over to you. You have killed them so mercilessly that God has taken notice.
He said to them: "Listen to me, you Levites! Now consecrate yourselves, so you can consecrate the temple of the Lord God of your ancestors! Remove from the sanctuary what is ceremonially unclean!

The Lord said to Moses, "Gather to me seventy men of the elders of Israel, whom you know are elders of the people and officials over them, and bring them to the tent of meeting; let them take their position there with you. Then I will come down and speak with you there, and I will take part of the spirit that is on you, and will put it on them, and they will bear some of the burden of the people with you, so that you do not bear it all by yourself.
So Moses went out and told the people the words of the Lord. He then gathered seventy men of the elders of the people and had them stand around the tabernacle. And the Lord came down in the cloud and spoke to them, and he took some of the Spirit that was on Moses and put it on the seventy elders. When the Spirit rested on them, they prophesied, but did not do so again.

Moses said, "The people around me are 600,000 on foot; but you say, 'I will give them meat, that they may eat for a whole month.' Would they have enough if the flocks and herds were slaughtered for them? If all the fish of the sea were caught for them, would they have enough?" And the Lord said to Moses, "Is the Lord's hand shortened? Now you will see whether my word to you will come true or not!" So Moses went out and told the people the words of the Lord. He then gathered seventy men of the elders of the people and had them stand around the tabernacle. Joshua son of Nun, the servant of Moses, one of his choice young men, said, "My lord Moses, stop them!" Moses said to him, "Are you jealous for me? I wish that all the Lord's people were prophets, that the Lord would put his Spirit on them!" Then Moses returned to the camp along with the elders of Israel.

Moses and Aaron then entered into the Meeting Tent. When they came out, they blessed the people, and the glory of the Lord appeared to all the people.
And when the ark traveled, Moses would say, "Rise up, O Lord! May your enemies be scattered, and may those who hate you flee before you!" And when it came to rest he would say, "Return, O Lord, to the many thousands of Israel!"
