and I will have compassion
on No Compassion;
I will say
You are My people,
and he will say, “You are My God.”
on us whom He also called, not only from the Jews but also from the Gentiles? As He also says in Hosea: I will call "Not-My-People," "My-People," and she who is "Unloved," "Beloved." Labor pains come on him. He is not a wise son; when the time comes, he will not be born. I will ransom them from the power of Sheol. I will redeem them from death. Death, where are your barbs? Sheol, where is your sting? Compassion is hidden from My eyes.

So then, He shows mercy to those He wants to, and He hardens those He wants to harden.
For He tells Moses:
I will show mercy
to whom I will show mercy,
and I will have compassion
on whom I will have compassion.
