Give wise and understanding men, and those known to your tribes, and I will appoint them rulers over you. And you answered me and said, The thing which you have spoken is good to do. And I took the chiefs of your tribes, wise and noted men, and made them heads over you, captains over thousands, and captains over hundreds, and captains over fifties, and captains over tens, and officers among your tribes.

And our elders and all those who live in our country spoke to us saying, Take provisions with you for the journey, and go to meet them. Say to them, We are your servants. And now make a treaty with us.
