Judges 2:16-19

Yet they didn't listen to their judges; for they played the prostitute after other gods, and bowed themselves down to them: they turned aside quickly out of the way in which their fathers walked, obeying the commandments of Yahweh; [but] they didn't do so. Judges 3:9-11

When the children of Israel cried to Yahweh, Yahweh raised up a savior to the children of Israel, who saved them, even Othniel the son of Kenaz, Caleb's younger brother. Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. They judged the people at all times. They brought the hard causes to Moses, but every small matter they judged themselves.

Exodus 22:7-9

"If a man delivers to his neighbor money or stuff to keep, and it is stolen out of the man's house; if the thief is found, he shall pay double. If the thief isn't found, then the master of the house shall come near to God, to find out if he hasn't put his hand to his neighbor's goods. For every matter of trespass, whether it be for ox, for donkey, for sheep, for clothing, or for any kind of lost thing, about which one says, 'This is mine,' the cause of both parties shall come before God. He whom God condemns shall pay double to his neighbor.
