Because no human creature can be brought into right standing with God by observing the law. For all the law can do is to make men conscious of sin.

We ourselves are Jews by birth and not heathen sinners, and yet, because we know that a man does not come into right standing with God by doing what the law commands, but by simple trust in Christ, we too have trusted in Christ Jesus, in order to come into right standing with God by simple trust in Christ and not by doing what the law commands, because by doing what the law commands no man can come into right standing with God.

and that through union with Him every one of you who believes is given right standing with God and freed from every charge from which you could not be freed by the law of Moses.

For the promise made to Abraham and his descendants, that he should own the world, was not conditioned on the law, but on the right standing he had with God through faith. Everyone who commits sin commits lawlessness; sin is lawlessness.

So the law has been our attendant to lead us to Christ, so that we might through faith obtain right standing with God.

For we hold that a man is brought into right standing with God by faith, that observance of the law has no connection with it.

Now it is evident that through the law no man is brought into right standing with God, for "The man in right standing with God will live by faith,"

Then what are we to say about our forefather Abraham? For if he was considered in right standing with God on the condition of what he did, he has something to boast of, but not before God. For what does the Scripture say? "Abraham put his faith in God, and it was credited to him as right standing with God."read more.
Now when a workman gets his pay, it is not considered from the point of view of a favor but of an obligation; but the man who does no work, but simply puts his faith in Him who brings the ungodly into right standing with Himself, has his faith credited to him as right standing.

For those who depend on what the law commands are under a curse, for the Scripture says, "Cursed be everyone who does not continue in all the commands that are written in the book of the law, to do them." Christ ransomed us from the curse of the law by becoming a curse for us -- for the Scripture says, "Cursed be everyone who is hanged on a tree" -- that the blessing promised to Abraham might through Jesus Christ come to the heathen, so that through faith we might receive the promised Spirit.

through His human nature He has put a stop to the hostility between us, namely, the law with its commands and decrees, in order to create one new humanity out of the two parties and so make peace through union with Himself, and in one body

What are we then to conclude? Is the law sin? Of course not! and so, in my case, the command which should have meant life turned out to mean death. For sin found its rallying point in that command and through it deceived me and killed me.

Stop owing anybody anything, except the obligation to love one another, for whoever practices loving others has perfectly satisfied the law. For the commandments, "You must not commit adultery; you must not murder; you must not steal; you must not have an evil desire," and any other commandment if there is any, are summed up in this command, "You must love your neighbor as you do yourself." Love never does a wrong to one's neighbor; so love is the perfect satisfaction of the law.

But if you really observe the law of the King in accordance with the Scripture, "You must love your neighbor as you do yourself," you are doing right; but if you show partiality, you are committing sin, because you are convicted by the law as lawbreakers. For whoever obeys the whole law, except to slip in a single instance, is guilty of breaking it all.read more.
For He who said, "You must not commit adultery," also said, "You must not commit murder." Now if you do not commit adultery but you do commit murder, you are just the same a lawbreaker.

For though the law could not do it, because it was made helpless through our lower nature, yet God, by sending His own Son in a body similar to that of our lower nature, and as a sacrifice for sin, passed sentence upon sin through His body, so that the requirement of the law might be fully met in us who do not live by the standard set by our lower nature, but by the standard set by the Spirit.

For you, brothers, were called to freedom; only you must not let your freedom be an excuse for the gratification of your lower nature, but in love be slaves to one another. For the whole law is summed up in one saying, "You must love your neighbor as you do yourself." But if you continue to bite and eat one another, beware lest you are destroyed by one another.read more.
I mean this: Practice living by the Spirit and then by no means will you gratify the cravings of your lower nature. For the cravings of the lower nature are just the opposite to those of the Spirit, and the cravings of the Spirit are just the opposite of those of the lower nature; these two are opposed to each other, so that you cannot do anything you please. But if you are guided by the Spirit, you are not subject to the law.
