"When a person brings an offering that is, a grain offering to the LORD, his offering is to consist of fine flour. He is to pour olive oil mixed with frankincense over it. Then he is to bring it to Aaron's sons, the priests. He is to take a handful of fine flour, the olive oil, and all of the frankincense. Then the priest is to offer a memorial offering by fire, an aroma pleasing to the LORD.

"If he can't afford two turtledoves or two young doves, then he is to bring as his offering a tenth of an ephah of fine flour as a sin offering for what he has committed. He is to put no olive oil or frankincense on it, since it's a sin offering. He is to bring it to the priest.
