Or should all the fish of the sea be collected for them to be sufficient for them?” The Lord said to Moses, “Is the Lord’s hand (ability, power) limited (short, inadequate)? You shall see now whether My word will come to pass for you or not.” So Moses went out and spoke to the people the words of the Lord, and he gathered seventy men from among the elders of the people and stationed them around the Tent (tabernacle).

Judges 9:2

“Speak now in the hearing of all the leaders of Shechem, ‘Which is better for you, that seventy men, all of the sons of Jerubbaal rule over you, or that one man rule over you?’ Also, remember that I am your own bone and flesh.”
