'Whoever' in the Bible

The sword lurks outside, but pestilence and famine are on the prowl inside the house. Whoever is in the field will die by violence, while famine and pestilence will devour those in the city.

When the people who live in the land come into the LORD's presence during the festivals, whoever enters through the northern gate is to leave through the southern gate, and whoever enters through the southern gate is to leave through the northern gate.
