Deuteronomy 4:42

Those who unintentionally killed someone whom they had never hated could flee to one of these cities and save their lives.

Numbers 35:6

Six of the cities you give the Levites will be cities of refuge. You must allow murderers to escape to these cities. In addition, you must also give the Levites forty-two other cities.

Numbers 35:11-12

Hebrews 6:18

God did this to offer encouragement so we may rely on the hope offered to us. We have taken refuge in that hope and it is impossible for God to lie. These two things can never be changed.
