Judges 3:4
They were to be a test for Israel. This would find out whether or not the Israelites would obey the commandments that Jehovah gave their ancestors through Moses.

That through them I may test Israel, to see whether they will keep the way of Jehovah and walk in it as their fathers did.

Now these are the nations that Jehovah left to test the Israelites who had not known all the wars of Canaan.
Exodus 15:25
Moses cried out to Jehovah. Jehovah showed him a piece of wood. He threw it into the water, and the water became sweet. Jehovah presented laws and rules for them to live by. He tested them there.
Deuteronomy 8:2
Remember the forty years Jehovah your God led you in the wilderness. He did this in order to humble you and test you. He wanted to know what was in your heart. Whether you would obey his commandments.

Let Your Thummim and Your Urim belong to your godly man, whom you tested at Massah and with whom you contended at the waters of Meribah.
