Numbers 30:1

Moses said to the heads of the tribes of Israel: This is what Jehovah has commanded about vows:

The leaders of Israel, the heads of the households, those tribal leaders who helped in the census came to give their offerings.

and chose capable men from among all the Israelites. He appointed them as leaders of thousands, hundreds, fifties, and tens.

One man from each tribe will help you. Each of these men must be the head of a household.

These are the names of the men who will divide the land for you: the priest Eleazar and Joshua son of Nun.

Take wise men with understanding, who are known among your tribes. I will make them rulers over you.'
