Numbers 7:18

On the second day Nethanel the son of Zuar, ruler of Issachar, offered.

Of Issachar: Nethanel the son of Zuar.

And those who encamp next to him shall be the tribe of Issachar. And the ruler of the sons of Issachar shall be Nethanel the son of Zuar.
