Numbers 7:18

On the second day Nethanel the son of Zuar, leader of Issachar, did offer:

Of Issachar; Nethanel the son of Zuar.

And those that do encamp next unto him shall be the tribe of Issachar: and Nethanel the son of Zuar shall be captain of the children of Issachar.
