'Build and to Plant' in the Bible

See, I appointed thee this day over the nations and over the kingdoms to pluck up and to tear down, and to destroy, and to overthrow, to build and to plant

And the moment I shall speak concerning a nation and concerning a kingdom, to build and to plant:

And it was as I watched over them to pluck up and to break down, and to destroy and to cut off, and to break in pieces; so will I watch over them to build and to plant, says Jehovah.
