Grain reduced to the form of meal is spoken of in the time of Abraham (Ge 18:6). As baking was a daily necessity, grain was also ground daily at the mills (Jer 25:10). The flour mingled with water was kneaded in kneading-troughs, and sometimes leaven (Ex 12:34) was added and sometimes omitted (Ge 19:3). The dough was then formed into thin cakes nine or ten inches in diameter and baked in the oven.
Fine flour was offered by the poor as a sin-offering (Le 5:11-13), and also in connection with other sacrifices (Nu 15:3-12; 28:7-29).

And Abraham hastened into the tent to Sarah, and said, Make ready quickly three measures of fine meal, knead it, and make cakes.
And he urged them greatly. And they turned in to him, and entered into his house. And he made a feast for them, and baked unleavened bread, and they ate.
And the people took their dough before it was leavened, their kneading-troughs being bound up in their clothes upon their shoulders.
But if his means is not sufficient for two turtle-doves, or two young pigeons, then he shall bring his oblation for that by which he has sinned, the tenth part of an ephah of fine flour for a sin-offering. And thou shall offer for the drink-offering half a hin of wine, for an offering made by fire, of a sweet savor to LORD. Thus shall it be done for each bullock, or for each ram, or for each of the he-lambs, or of the kids. According to the number that ye shall prepare, so shall ye do to every one according to their number.
And the drink-offering of it shall be the fourth part of a hin for the one lamb. In the holy place thou shall pour out a drink-offering of strong drink to LORD. And the other lamb thou shall offer at evening. As the meal-offering of the morning, and as the drink-offering of it, thou shall offer it, an offering made by fire, of a sweet savor to LORD. read more. In the first day shall be a holy convocation. Ye shall do no servile work. But ye shall offer an offering made by fire, a burnt-offering to LORD: two young bullocks, and one ram, and seven he-lambs a year old (they shall be to you without blemish), and their meal-offering, fine flour mingled with oil. Three tenth parts ye shall offer for a bullock, and two tenth parts for the ram, a tenth part shall thou offer for every lamb of the seven lambs. Also one he-goat for a sin-offering, to make atonement for you. Ye shall offer these besides the burnt-offering of the morning, which is for a continual burnt-offering. After this manner ye shall offer daily, for seven days, the food of the offering made by fire, of a sweet savor to LORD. Also in the day of the first-fruits, when ye offer a new meal-offering to LORD in your [feast of] weeks, ye shall have a holy convocation. Ye shall do no servile work.
