Then Jeroboam built Shechem [as his royal city] in the hill country of Ephraim and lived there. He went out from there and rebuilt Penuel [as a stronghold].
Now the sun rose on him as he passed Penuel (Peniel), and he was limping because of his hip.
And he went from there up to Penuel and made the same request, and the men of Penuel answered him as the men of Succoth had done. And [Gideon] said to the men of Penuel, When I come again in peace, I will break down this tower.
