The king, his officials, and the entire assembly in Jerusalem decided to observe the Passover in the second month. They were unable to observe it at the regular time because not enough priests had consecrated themselves and the people had not assembled in Jerusalem. So they sent an edict throughout Israel from Beer Sheba to Dan, summoning the people to come and observe a Passover for the Lord God of Israel in Jerusalem, for they had not observed it on a nationwide scale as prescribed in the law. Messengers delivered the letters from the king and his officials throughout Israel and Judah. This royal edict read: "O Israelites, return to the Lord God of Abraham, Isaac, and Israel, so he may return to you who have been spared from the kings of Assyria. Don't be like your fathers and brothers who were unfaithful to the Lord God of their ancestors, provoking him to destroy them, as you can see. Now, don't be stubborn like your fathers! Submit to the Lord and come to his sanctuary which he has permanently consecrated. Serve the Lord your God so that he might relent from his raging anger. For if you return to the Lord, your brothers and sons will be shown mercy by their captors and return to this land. The Lord your God is merciful and compassionate; he will not reject you if you return to him." The messengers journeyed from city to city through the land of Ephraim and Manasseh as far as Zebulun, but people mocked and ridiculed them. But some men from Asher, Manasseh, and Zebulun humbled themselves and came to Jerusalem. In Judah God moved the people to unite and carry out the edict the king and the officers had issued at the Lord's command.

The whole community of the Israelites traveled on their journey from the Desert of Sin according to the Lord's instruction, and they pitched camp in Rephidim. Now there was no water for the people to drink. So the people contended with Moses, and they said, "Give us water to drink!" Moses said to them, "Why do you contend with me? Why do you test the Lord?" But the people were very thirsty there for water, and they murmured against Moses and said, "Why in the world did you bring us up out of Egypt -- to kill us and our children and our cattle with thirst?" read more.
Then Moses cried out to the Lord, "What will I do with this people? -- a little more and they will stone me!" The Lord said to Moses, "Go over before the people; take with you some of the elders of Israel and take in your hand your staff with which you struck the Nile and go. I will be standing before you there on the rock in Horeb, and you will strike the rock, and water will come out of it so that the people may drink." And Moses did so in plain view of the elders of Israel. He called the name of the place Massah and Meribah, because of the contending of the Israelites and because of their testing the Lord, saying, "Is the Lord among us or not?"
