For the king had taken counsel, and his officials, and all the assembly in Jerusalem, to keep the Passover in the second month. So they established a decree to make proclamation throughout all Israel, from Beersheba even to Dan, that they should come to keep the Passover to the LORD, the God of Israel, at Jerusalem: for they had not kept it in great numbers in such sort as it is written. So the couriers went with the letters from the king and his officers throughout all Israel and Judah, and according to the commandment of the king, saying, "children of Israel, turn again to the LORD, the God of Abraham, Isaac, and Israel, that he may return to the remnant of you who have escaped out of the hand of the kings of Assyria. Do not be like your fathers, and like your brothers, who trespassed against the LORD, the God of their fathers, so that he gave them up to desolation, as you see. Now do not be stiff-necked, as your fathers were; but yield yourselves to the LORD, and enter into his sanctuary, which he has sanctified forever, and serve the LORD your God, that his fierce anger may turn away from you. For if you turn again to the LORD, your brothers and your children shall find compassion before those who led them captive, and shall come again into this land: for the LORD your God is gracious and merciful, and will not turn away his face from you, if you return to him." So the couriers passed from city to city through the country of Ephraim and Manasseh, even to Zebulun: but they ridiculed them, and mocked them. Nevertheless certain men of Asher and Manasseh and of Zebulun humbled themselves, and came to Jerusalem. Also in Judah came the hand of God to give them one heart, to do the commandment of the king and of the leaders by the word of the LORD.

All the congregation of the children of Israel traveled from the wilderness of Sin, by their journeys, according to the LORD's commandment, and encamped in Rephidim; but there was no water for the people to drink. Therefore the people quarreled with Moses, and said, "Give us water to drink." Moses said to them, "Why do you quarrel with me? Why do you test the LORD?" Moses cried to the LORD, saying, "What shall I do with these people? They are almost ready to stone me." The LORD said to Moses, "Walk on before the people, and take the elders of Israel with you, and take the rod in your hand with which you struck the Nile, and go. Behold, I will stand before you there on the rock in Horeb. You shall strike the rock, and water will come out of it, that the people may drink." Moses did so in the sight of the elders of Israel. He called the name of the place Massah, and Meribah, because the children of Israel quarreled, and because they tested the LORD, saying, "Is the LORD among us, or not?"
