Take wise men with understanding, who are known among your tribes. I will make them rulers over you.' You answered me: 'The thing you speak is good for us to do.' So I took the chief of your tribes, wise men and known, and made them rulers over you. I made them captains over thousands, and captains over hundreds, and captains over fifties, and captains over tens, and officers among your tribes.

Our elders and all the inhabitants of our country spoke to us, saying: 'Take provisions with you for the journey, and go to meet them, and say to them: We are your servants. Therefore make a treaty with us.'
