Moreover you shall provide out of all the people able men, such as fear God: men of truth, hating unjust gain; and place such over them, to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. So Moses listened to the voice of his father-in-law, and did all that he had said. Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. They judged the people at all times. So I took the heads of your tribes, wise men, and known, and made them heads over you, captains of thousands, and captains of hundreds, and captains of fifties, and captains of tens, and officers, according to your tribes. If there arises a matter too hard for you in judgment, between blood and blood, between plea and plea, and between stroke and stroke, being matters of controversy within your gates; then you shall arise, and go up to the place which Yahweh your God shall choose; and you shall come to the priests the Levites, and to the judge who shall be in those days: and you shall inquire; and they shall show you the sentence of judgment. You shall do according to the tenor of the sentence which they shall show you from that place which Yahweh shall choose; and you shall observe to do according to all that they shall teach you: read more.

Moreover in Jerusalem Jehoshaphat appointed Levites and priests, and of the heads of the fathers' [houses] of Israel, for the judgment of Yahweh, and for controversies. They returned to Jerusalem. He commanded them, saying, "Thus you shall do in the fear of Yahweh, faithfully, and with a perfect heart. Whenever any controversy shall come to you from your brothers who dwell in their cities, between blood and blood, between law and commandment, statutes and ordinances, you shall warn them, that they not be guilty towards Yahweh, and so wrath come on you and on your brothers. Do this, and you shall not be guilty.
