'Counsel' in the Bible

Now the king of Syria was warring against Israel; and he took counsel with his servants, saying, "My camp will be in such and such a place."

You say (but they are but vain words), 'There is counsel and strength for war.' Now on whom do you trust, that you have rebelled against me?
