'Declares' in the Bible

Who has declared it from the beginning, that we may know? And before, that we may say, 'He is right?' Surely, there is no one who declares. Surely, there is no one who shows. Surely, there is no one who hears your words.

For a voice declares from Dan, and publishes evil from the hills of Ephraim:

For, behold, he who forms the mountains, and creates the wind, and declares to man what is his thought; who makes the morning darkness, and treads on the high places of the Earth: Yahweh, the God of Armies, is his name."

Behold, you scoffers, and wonder, and perish; for I work a work in your days, a work which you will in no way believe, if one declares it to you.'"
