'Stretched' in the Bible

Then the Lord stretched out His hand and touched my mouth, and the Lord said to me,“Behold, I have put My words in your mouth.

It is He who made the earth by His power,Who established the world by His wisdom;And by His understanding He has stretched out the heavens.
