'Watchers' in the Bible

The watchers saw a man come forth out of the city, and they said to him, "Please show us the entrance into the city, and we will deal kindly with you."

"Tell the nations; behold, publish against Jerusalem, 'Watchers come from a far country, and raise their voice against the cities of Judah.

The sentence is by the decree of the watchers, and the demand by the word of the holy ones; to the intent that the living may know that the Most High rules in the kingdom of men, and gives it to whomever he will, and sets up over it the lowest of men.
