'Arouse' in the Bible

In you are men who slander for the purpose of shedding blood, and in your presence they have eaten [food offered to idols] at the mountain shrines; in your midst they have committed acts of lewdness.

“Therefore, O Oholibah, thus says the Lord God, ‘Behold I will arouse your lovers against you, from whom you were alienated, and I will bring them against you from every side:

To arouse anger, to take vengeance, I have placed her blood on an exposed rock so that it cannot be covered up.
