'Devise' in the Bible

Why are the nations in an uproar [in turmoil against God],And why do the people devise a vain and hopeless plot?

For they do not speak peace,But they devise deceitful words [half-truths and lies] against those who are quiet in the land.

All who hate me whisper together about me;Against me they devise my hurt [imagining the worst for me], saying,

No, in your heart you devise wrongdoing;On earth you deal out the violence of your hands.

They devise evil things in their hearts;They continually [gather together and] stir up wars.
