'Permission' in the Bible
Pharaoh also said to Joseph, "I am Pharaoh, but without your permission no one will move his hand or his foot in all the land of Egypt."
Those nations that you are about to dispossess listen to omen readers and diviners, but the Lord your God has not given you permission to do such things.
