'Rules' in the Bible
“The God of Israel,The Rock of Israel spoke to me,‘He who rules over men righteously,Who rules in the fear of God,
Destroy them in wrath, destroy them so that they may be no more;Let them know that God rules over Jacob (Israel)To the ends of the earth. Selah.
Who rules by His might forever,His eyes keep watch on the nations;Do not let the rebellious exalt themselves. Selah.
The Lord has established His throne in the heavens,And His sovereignty rules over all [the universe].
He who is slow to anger is better and more honorable than the mighty [soldier],And he who rules and controls his own spirit, than he who captures a city.

He was given grass to eat like cattle, and his body was wet with the dew of heaven until he came to know [without any doubt] that the Most High God rules over the kingdom of mankind and He appoints it to whomever He wills.
