'Skillful' in the Bible

The captain of fifty and the honorable man,The counselor and the expert artisan,And the skillful enchanter.

From whom does he receive directions? Who teaches him the correct way to do things, or imparts knowledge to him, or instructs him in skillful design?

He who is too impoverished for such an offeringSelects a tree that does not rot;He seeks out for himself a skillful craftsmanTo prepare an idol that will not totter.
