and to Jesus, the Mediator of a new covenant [uniting God and man], and to the sprinkled blood, which speaks [of mercy], a better and nobler and more gracious message than the blood of Abel [which cried out for vengeance].

“Behold, the days are coming,” says the Lord, “when I will make a new covenant with the house of Israel (the Northern Kingdom) and with the house of Judah (the Southern Kingdom),

When I take away their sins.”

However, God finds fault with them [showing its inadequacy] when He says,

When I will make and ratify a new covenant
With the house of Israel and with the house of Judah;

For this is the covenant that I will make with the house of Israel
After those days, says the Lord:
I will imprint My laws upon their minds [even upon their innermost thoughts and understanding],
And engrave them upon their hearts [effecting their regeneration].
And I will be their God,
And they shall be My people.

Now may the God of peace [the source of serenity and spiritual well-being] who brought up from the dead our Lord Jesus, the great Shepherd of the sheep, through the blood that sealed and ratified the eternal covenant,

Behold, the days are coming, says the Lord, when I will make a new covenant with the house of Israel and with the house of Judah, Not according to the covenant which I made with their fathers in the day when I took them by the hand to bring them out of the land of Egypt, My covenant which they broke, although I was their Husband, says the Lord. But this is the covenant which I will make with the house of Israel: After those days, says the Lord, I will put My law within them, and on their hearts will I write it; and I will be their God, and they will be My people. read more.
And they will no more teach each man his neighbor and each man his brother, saying, Know the Lord, for they will all know Me [recognize, understand, and be acquainted with Me], from the least of them to the greatest, says the Lord. For I will forgive their iniquity, and I will [seriously] remember their sin no more.

If then He were still living on earth, He would not be a priest at all, for there are [already priests] who offer the gifts in accordance with the Law. [But these offer] service [merely] as a pattern and as a foreshadowing of [what has its true existence and reality in] the heavenly sanctuary. For when Moses was about to erect the tabernacle, he was warned by God, saying, See to it that you make it all [exactly] according to the copy (the model) which was shown to you on the mountain. But as it now is, He [Christ] has acquired a [priestly] ministry which is as much superior and more excellent [than the old] as the covenant (the agreement) of which He is the Mediator (the Arbiter, Agent) is superior and more excellent, [because] it is enacted and rests upon more important (sublimer, higher, and nobler) promises. read more.
For if that first covenant had been without defect, there would have been no room for another one or an attempt to institute another one. However, He finds fault with them [showing its inadequacy] when He says, Behold, the days will come, says the Lord, when I will make and ratify a new covenant or agreement with the house of Israel and with the house of Judah. It will not be like the covenant that I made with their forefathers on the day when I grasped them by the hand to help and relieve them and to lead them out from the land of Egypt, for they did not abide in My agreement with them, and so I withdrew My favor and disregarded them, says the Lord. For this is the covenant that I will make with the house of Israel after those days, says the Lord: I will imprint My laws upon their minds, even upon their innermost thoughts and understanding, and engrave them upon their hearts; and I will be their God, and they shall be My people. For I will be merciful and gracious toward their sins and I will remember their deeds of unrighteousness no more. When God speaks of a new [covenant or agreement], He makes the first one obsolete (out of use). And what is obsolete (out of use and annulled because of age) is ripe for disappearance and to be dispensed with altogether.

For you have not come [as did the Israelites in the wilderness] to a [material] mountain that can be touched, [a mountain] that is ablaze with fire, and to gloom and darkness and a raging storm, And to the blast of a trumpet and a voice whose words make the listeners beg that nothing more be said to them. For they could not bear the command that was given: If even a wild animal touches the mountain, it shall be stoned to death. read more.
In fact, so awful and terrifying was the [phenomenal] sight that Moses said, I am terrified (aghast and trembling with fear). But rather, you have come to Mount Zion, even to the city of the living God, the heavenly Jerusalem, and to countless multitudes of angels in festal gathering, And to the church (assembly) of the Firstborn who are registered [as citizens] in heaven, and to the God Who is Judge of all, and to the spirits of the righteous (the redeemed in heaven) who have been made perfect, And to Jesus, the Mediator (Go-between, Agent) of a new covenant, and to the sprinkled blood which speaks [of mercy], a better and nobler and more gracious message than the blood of Abel [which cried out for vengeance].

When God speaks of “A new covenant,” He makes the first one obsolete. And whatever is becoming obsolete (out of use, annulled) and growing old is ready to disappear.

The secret [of the wise counsel] of the Lord is for those who fear Him,
And He will let them know His covenant and reveal to them [through His word] its [deep, inner] meaning.

His Offspring also will I make to endure forever, and his throne as the days of heaven. If his children forsake My law and walk not in My ordinances, If they break or profane My statutes and keep not My commandments, read more.
Then will I punish their transgression with the rod [of chastisement], and their iniquity with stripes. Nevertheless, My loving-kindness will I not break off from him, nor allow My faithfulness to fail [to lie and be false to him]. My covenant will I not break or profane, nor alter the thing that is gone out of My lips. Once [for all] have I sworn by My holiness, which cannot be violated; I will not lie to David: His Offspring shall endure forever, and his throne [shall continue] as the sun before Me. It shall be established forever as the moon, the faithful witness in the heavens. Selah [pause, and calmly think of that]!

For thus says the Lord: To the eunuchs who keep My Sabbaths and choose the things which please Me and hold firmly My covenant -- " To them I will give in My house and within My walls a memorial and a name better [and more enduring] than sons and daughters; I will give them an everlasting name that will not be cut off. Who is a God like You, Who forgives iniquity and passes over the transgression of the remnant of His heritage? He retains not His anger forever, because He delights in mercy and loving-kindness. He will again have compassion on us; He will subdue and tread underfoot our iniquities. You will cast all our sins into the depths of the sea. You will show Your faithfulness and perform the sure promise to Jacob and loving-kindness and mercy to Abraham, as You have sworn to our fathers from the days of old.

For this is the covenant that I will make with the house of Israel after those days, says the Lord: I will imprint My laws upon their minds, even upon their innermost thoughts and understanding, and engrave them upon their hearts; and I will be their God, and they shall be My people. And it will nevermore be necessary for each one to teach his neighbor and his fellow citizen or each one his brother, saying, Know (perceive, have knowledge of, and get acquainted by experience with) the Lord, for all will know Me, from the smallest to the greatest of them. O Lord, by these things men live; and in all these is the life of my spirit. O give me back my health and make me live! Behold, it was for my peace that I had intense bitterness; but You have loved back my life from the pit of corruption and nothingness, for You have cast all my sins behind Your back.

Thus says the Lord, Who makes a way through the sea and a path through the mighty waters, Who brings forth chariot and horse, army and mighty warrior. They lie down together, they cannot rise; they are extinguished, they are quenched like a lampwick: Do not [earnestly] remember the former things; neither consider the things of old. read more.
Behold, I am doing a new thing! Now it springs forth; do you not perceive and know it and will you not give heed to it? I will even make a way in the wilderness and rivers in the desert. The beasts of the field honor Me, the jackals and the ostriches, because I give waters in the wilderness and rivers in the desert, to give drink to My people, My chosen, The people I formed for Myself, that they may set forth My praise [and they shall do it]. Yet you have not called upon Me [much less toiled for Me], O Jacob; but you have been weary of Me, O Israel! You have not brought Me your sheep and goats for burnt offerings, or honored Me with your sacrifices. I have not required you to serve with an offering or treated you as a slave by demanding tribute or wearied you with offering incense. You have not bought Me sweet cane with money, or satiated Me with the fat of your sacrifices. But you have only burdened Me with your sins; you have wearied Me with your iniquities. I, even I, am He Who blots out and cancels your transgressions, for My own sake, and I will not remember your sins.

But this is the covenant which I will make with the house of Israel: After those days, says the Lord, I will put My law within them, and on their hearts will I write it; and I will be their God, and they will be My people.

This is the agreement (testament, covenant) that I will set up and conclude with them after those days, says the Lord: I will imprint My laws upon their hearts, and I will inscribe them on their minds (on their inmost thoughts and understanding), He then goes on to say, And their sins and their lawbreaking I will remember no more. Now where there is absolute remission (forgiveness and cancellation of the penalty) of these [sins and lawbreaking], there is no longer any offering made to atone for sin.

and then I heard a loud voice from the throne, saying, “See! The tabernacle of God is among men, and He will live among them, and they will be His people, and God Himself will be with them [as their God,]

For this reason I [am ready to] patiently endure all things for the sake of those who are the elect (God’s chosen ones), so that they too may obtain the salvation which is in Christ Jesus and with it the reward of eternal glory.

then He said, “Behold, I have come to do Your will.” [And so] He does away with the first [covenant as a means of atoning for sin based on animal sacrifices] so that He may inaugurate and establish the second [covenant by means of obedience].

And so [because of the oath’s greater strength and force] Jesus has become the certain guarantee of a better covenant [a more excellent and more advantageous agreement; one that will never be replaced or annulled].

By this the Holy Spirit points out that the way into the [true Holy of] Holies is not yet thrown open as long as the former [the outer portion of the] tabernacle remains a recognized institution and is still standing, Seeing that that first [outer portion of the] tabernacle was a parable (a visible symbol or type or picture of the present age). In it gifts and sacrifices are offered, and yet are incapable of perfecting the conscience or of cleansing and renewing the inner man of the worshiper. For [the ceremonies] deal only with clean and unclean meats and drinks and different washings, [mere] external rules and regulations for the body imposed to tide the worshipers over until the time of setting things straight [of reformation, of the complete new order when Christ, the Messiah, shall establish the reality of what these things foreshadow -- "a better covenant]. read more.
But [that appointed time came] when Christ (the Messiah) appeared as a High Priest of the better things that have come and are to come. [Then] through the greater and more perfect tabernacle not made with [human] hands, that is, not a part of this material creation, He went once for all into the [Holy of] Holies [of heaven], not by virtue of the blood of goats and calves [by which to make reconciliation between God and man], but His own blood, having found and secured a complete redemption (an everlasting release for us). For if [the mere] sprinkling of unholy and defiled persons with blood of goats and bulls and with the ashes of a burnt heifer is sufficient for the purification of the body, How much more surely shall the blood of Christ, Who by virtue of [His] eternal Spirit [His own preexistent divine personality] has offered Himself as an unblemished sacrifice to God, purify our consciences from dead works and lifeless observances to serve the [ever] living God? [Christ, the Messiah] is therefore the Negotiator and Mediator of an [entirely] new agreement (testament, covenant), so that those who are called and offered it may receive the fulfillment of the promised everlasting inheritance -- "since a death has taken place which rescues and delivers and redeems them from the transgressions committed under the [old] first agreement.

Now even the first covenant had its own rules and regulations for divine worship, and it had a sanctuary [but one] of this world. For a tabernacle (tent) was erected, in the outer division or compartment of which were the lampstand and the table with [its loaves of] the showbread set forth. [This portion] is called the Holy Place. But [inside] beyond the second curtain or veil, [there stood another] tabernacle [division] known as the Holy of Holies. read more.
It had the golden altar of incense and the ark (chest) of the covenant, covered over with wrought gold. This [ark] contained a golden jar which held the manna and the rod of Aaron that sprouted and the [two stone] slabs of the covenant [bearing the Ten Commandments]. Above [the ark] and overshadowing the mercy seat were the representations of the cherubim [winged creatures which were the symbols] of glory. We cannot now go into detail about these things. These arrangements having thus been made, the priests enter [habitually] into the outer division of the tabernacle in performance of their ritual acts of worship. But into the second [division of the tabernacle] none but the high priest goes, and he only once a year, and never without taking a sacrifice of blood with him, which he offers for himself and for the errors and sins of ignorance and thoughtlessness which the people have committed. For since the Law has merely a rude outline (foreshadowing) of the good things to come -- "instead of fully expressing those things -- "it can never by offering the same sacrifices continually year after year make perfect those who approach [its altars]. For if it were otherwise, would [these sacrifices] not have stopped being offered? Since the worshipers had once for all been cleansed, they would no longer have any guilt or consciousness of sin. But [as it is] these sacrifices annually bring a fresh remembrance of sins [to be atoned for], read more.
Because the blood of bulls and goats is powerless to take sins away. Hence, when He [Christ] entered into the world, He said, Sacrifices and offerings You have not desired, but instead You have made ready a body for Me [to offer]; In burnt offerings and sin offerings You have taken no delight. Then I said, Behold, here I am, coming to do Your will, O God -- "[to fulfill] what is written of Me in the volume of the Book. When He said just before, You have neither desired, nor have You taken delight in sacrifices and offerings and burnt offerings and sin offerings -- "all of which are offered according to the Law -- " He then went on to say, Behold, [here] I am, coming to do Your will. Thus He does away with and annuls the first (former) order [as a means of expiating sin] so that He might inaugurate and establish the second (latter) order. And in accordance with this will [of God], we have been made holy (consecrated and sanctified) through the offering made once for all of the body of Jesus Christ (the Anointed One). Furthermore, every [human] priest stands [at his altar of service] ministering daily, offering the same sacrifices over and over again, which never are able to strip [from every side of us] the sins [that envelop us] and take them away -- " Whereas this One [Christ], after He had offered a single sacrifice for our sins [that shall avail] for all time, sat down at the right hand of God,

Now where there is absolute remission (forgiveness and cancellation of the penalty) of these [sins and lawbreaking], there is no longer any offering made to atone for sin. Therefore, brethren, since we have full freedom and confidence to enter into the [Holy of] Holies [by the power and virtue] in the blood of Jesus, By this fresh (new) and living way which He initiated and dedicated and opened for us through the separating curtain (veil of the Holy of Holies), that is, through His flesh,

And I will be their God,
And they shall be My people.

I will make an everlasting covenant with them that I will do them good and not turn away from them; and I will put in their heart a fear and reverential awe of Me, so that they will not turn away from Me.

You show that you are a letter from Christ, delivered by us, written not with ink but with the Spirit of the living God, not on tablets of stone but on tablets of human hearts.

“But this is the covenant which I will make with the house of Israel after those days,” says the Lord, “I will put My law within them, and I will write it on their hearts; and I will be their God, and they will be My people.

This is the covenant that I will make with them
After those days, says the Lord:
I will imprint My laws upon their heart,
And on their mind I will inscribe them [producing an inward change],”

He then says,

For this is the covenant that I will make with the house of Israel
After those days, says the Lord:
I will imprint My laws upon their minds [even upon their innermost thoughts and understanding],
And engrave them upon their hearts [effecting their regeneration].
And I will be their God,
And they shall be My people.

“But this is the covenant which I will make with the house of Israel after those days,” says the Lord, “I will put My law within them, and I will write it on their hearts; and I will be their God, and they will be My people.

Do not let mercy and kindness and truth leave you [instead let these qualities define you];
Bind them [securely] around your neck,
Write them on the tablet of your heart.

Bind them [securely] on your fingers;
Write them on the tablet of your heart.
