“If his gift is a burnt offering from the herd, he is to bring an unblemished male. He must bring it to the entrance to the tent of meeting so that he may be accepted by the Lord.
"Speak to Aaron, his sons, and all the Israelites and tell them: Any man of the house of Israel or of the foreign residents in Israel who presents his offering-whether they present freewill gifts or payment of vows to the Lord as burnt offerings- must offer an unblemished male from the cattle, sheep, or goats in order for you to be accepted.

“The deceiver is cursed who has an acceptable male in his flock and makes a vow but sacrifices a defective animal to the Lord. For I am a great King,” says Yahweh of Hosts, “and My name will be feared among the nations.

"If you make a vow to the Lord your God, do not be slow to keep it, because He will require it of you, and it will be counted against you as sin But if you refrain from making a vow, it will not be counted against you as sin. Be careful to do whatever comes from your lips, because you have freely vowed what you promised to the Lord your God.

When a foreigner resides with you or someone else is among you and wants to prepare a fire offering as a pleasing aroma to the Lord, he is to do exactly as you do throughout your generations.
