After this thing Jeroboam did not return from his evil way, but again made from among all the people priests of the high places. Whoever would, he consecrated him, that there might be priests of the high places.

And thou shall appoint Aaron and his sons, and they shall keep their priesthood. And the stranger who comes near shall be put to death.

So they feared LORD, and made for them priests of the high places from among themselves, who sacrificed for them in the houses of the high places.

For the Levites left their suburbs and their possession, and came to Judah and Jerusalem. For Jeroboam and his sons cast them off, that they should not execute the priest's office to LORD.
