The Covenant Ceremony

⁷ And he took the book of the covenant, and read in the ears of the people. And they said, All that Jehovah has said we will do, and be obedient. ⁸ And Moses took the blood and sprinkled it on the people, and said, Behold the blood of the covenant, which Jehovah has made with you concerning all these words. ⁹ And Moses went up, and Aaron, Nadab, and Abihu, and seventy of the elders of Israel.

Exodus 24:6

And Moses took half of the blood, and put it in basins, and half of the blood he sprinkled on the altar.

Leviticus 8:30

And Moses took of the anointing oil, and of the blood which was on the altar, and sprinkled it on Aaron, and on his garments, and on his sons, and on his sons' garments with him. And he sanctified Aaron, his garments, and his sons, and his sons' garments with him.

Isaiah 52:15

so He sprinkles from many nations; the kings shall shut their mouths at Him; for they will see that which was not told to them; yea, what they had not heard, nor understood.

From which we see that neither was the first covenant dedicated without blood.
